The swf only uses the features that you code it to do. So if you don`t rework your code and only publish it won`t have any effect. Reworking your code -say from Flash 9 up to 11- could mean a lot work if you want to benefit from all the performance optimizations.

if adobe update the major version o f flash every 3 months so how new features will be managed with flash professional ?

Its simple: any advanced feature that would improve the performance has to be adressed by the code you write to be useful.
So say in Flash 12 Adobe Introduces Stage4D, simply publishing your existing Flash 11 work that uses Stage3D will not use the Stage4D Features present in Flash 12,
you would have very likely to rewrite some of your code to profit from the benefits.
So recompiling on its own, will do nothing useful for you.
