What version of Premiere Elements are you using and on what computer operating system is it running?
Since you mention "requires me to sign in", can we assume that you are program is Premiere Elements 12?
If you are working with Premiere Elements 12 on Windows 7, 8, or 8.1 64 bit, you might check out the Hosts file.
The path to it is
Local Disk C
and in that etc Folder is the Hosts file.
The default should look like this for Windows 7 64 bit after you open the Hosts file in Notepad.
Do you have anything below the line ::1 localhost
Can you switch to another default browser?
Have you right clicked Computer, selected Manage, followed by Event Viewer and its Windows Logs/Application to see if you can spot an error associated with your issue?
Adobe Chat (via I still need help button of the following link) may be of help
for activation issues. But, it may interpret you issue description beyond that and refer you to Adobe Tech Support.
