Thank you for the information. However, the recommended solution is to contact Adobe. Unfortunately, all the contact options are either blacked out or lead directly back to the same page.
I tried John T. Smith's suggested link for your contact with Adobe Chat regarding your apparent Premiere Elements "purchased serial number on more than 2 computers" issue. And, it is working fine. After the link opened, did you click on the text that said "I still need help"? If you do, the Adobe Chat pop up should have appeared for you to begin your discussion of the issue with Adobe Chat then and there.
For Premiere Elements trapped on a failed computer that you cannot open, the link should be ideal for a quick and effective resolution to your issue.

I tried again, unsuccessfully. At that point, realized that it might be a browser issue. Using, MS IE, I was able to contact Adobe and resolve the issue. My thanks to you and Mr. Smith, for your assistance.

That Adobe Chat is a great group for fixing those Activation issues. They have helped me several times when I have run into Premiere Elements serial number that was trapped on an unusable computer.
