    Getting a "film" look

This is more of an aesthetics question.

I've noticed that, sometimes, video productions have been made to look "grainy" so that they look like they were shot on film.   Any idea how that can be achieved?

There can be many components to what is often referred to as a "film look."

From your description, I would suggest starting with the available Effects in PrE, as there are many, starting with the "old film looks."
