I also get this. When I tried to run an update last week it failed, but I was able to use Photoshop. This morning, after a restart, it no longer opens. Creative Cloud updater says the last update that was installed was 19 days ago, but it at least attempted to update 5 days ago with Illustrator and InDesign (their updates completed successfully).
I actually was able to get this resolved. I had to uninstall BOTH Photoshop AND Creative Cloud, then re-install both. Haven't had the issue since.
I don't know what the problem was in the first place, but it does seem like something was wonky with the recent update.
