It is from an old VHS cam recorder dated back to 1992 and I am using elements 11, project setting PAL.

Most A-D cards, and some of the A-D hardware, will introduce sync issues, into the files that they produce.
That is one reason that so many here recommend a good A-D bridge, such as the Grass Valley/Canopus units, and then doing the Capture to DV-AVI, and not some other format.
The camcorder is a Panasonic nv-g1e with vhsc tapes pal
The video capture is ezcap USB 2.0, 680x480 44 khz
I stored the files in mpg2 format and viewing the files in mpg2 they look fine and voice is in sync.
When loading the file into element the voice get unsynced, is also happens in magix moviemaker.
Project setting has been pal avchd full hd 1080i 25
But using Microsoft moviemaker and show biz it is in sync? But both these apps I don't like.
I would not like to convert all 40 tapes again if possible
