What program are you trying to install, Photoshop Elements or Premiere Elements or both on your Windows 7 assumed 64 bit system?
Focus on the "Shared Technologies" error name. It can happen in any version using just about any computer operating system. There are many, many personal fixes. Some work for some.
The fix that has been working for me lately is re-naming the OOBE Folder from OOBE to OLDOOBE.
This OOBE folder can be found in the Windows 7, 8, or 8.1 64 bit path....
Local Disk C
Program Files (x86)

How many times have you tried the installation and gotten the Shared Technologies error? On rare occasions, very rare, the second or third time the installation will go to completion without the OOBE Folder renaming or any other remedy.
The renaming didn't work. This was the third try. What next?
Sorry the news was not better, but....
1. Run the computer through the ccleaner (regular cleaner and registry cleaner parts)
Then try for an installation.
If that does not work....
2. Copy the installation files to a folder on the computer desktop. From there try to install the program using the Premiere Elements Setup.exe.
3. If that does not work, try installing the Premiere Elements 12 to C:\ rather than C:\Program Files\Adobe\
This particular error takes a lot of patience. When you are about to give up, the program installs.
