As it turns out, there may just be.
At the point where you want the drop-down, insert a Related Topics control (Insert > Related Topics)
Work your way through the wizard and make sure that on page 3 of the wizard, you choose Popup menu.

A "standard drop-down menu" is a form element. RoboHelp does offer form elements but does nothing in the way of assisting with the scripting needed to make the form elements work.
