No. You can't change the UI font sizes in any version of PRE. You can change the Windows system font sizes, but that that will affect all your programs, not just PRE.

What you have encountered with Premiere Elements 10 on your Yoga 2 Pro with 3200 x 1800 pixels display should not come as a surprise. Nothing new here. This has a long history which covers several versions including the latest version 12. The following online information is one from many
Adobe does have what it calls Adobe Feature Request/Bug Forum for users to submit to make their voices heard, and many claim it has impact on Adobe choices.
But consider, this has been a known issue going back many versions and extending to the current version. Does that mean there is any hope in any Premiere Elements 13 that might be expected to be released in September/October of 2014? No one knows but Adobe.
Thanks very much for your response. It was all a bit new to me, but from your link I see it's an outstanding issue. That's a shame but I guess that's just how it is at the moment.

Premiere Elements 12 did venture into project settings and export settings for resolutions greater than 1920 x 1080. Maybe addressing the monitor situation might be a natural next step?
