I think the first thing you need is more RAM.
I am going to install an additional 16gb or ram to bring the total up to 24gb

My main question is, due to the iMacs single internal hard drive capabilities, what would be the ideal hard drive setup for editing with Adobe Premiere?
Example, if I was to run the setup below
3TB Fusion: OS, Programs, Parallel
6TB Lacie Raid: Video Storage/Media Drive
What should I do for:

As I mentioned in the OP, I do have plans on getting the Arc-8050 in the future, but until then I would like to build the most efficient system I can with what I have.
I'm already an Areca user (32 TBytes on Raid6). As you have a TB2 capable iMac I would wait for the upcoming TB2 version of the Areca 5080 anyway.
I would suggest a 3 stage data setup; i.e. project files both on Fusion and an external drive, cache on external SSD and rest on external Raid 0 and as third stage a backup (BR, external disks, LTO, basically whatever is available or convenient).
