Make sure you have the latest version of the free QuickTime player (get it from the Apple web site). If you already have the latest version, uninstall and reinstall.

Please try opening your Premiere Elements 9.0/9.0.1 (assumed on Windows) with the firewalls disabled. Does that have any impact on the Premiere Elements opening?
Also, what antivirus program are you running? Norton or other? Look in the antivirus quarantee list to see if you have any .dll files there. Disable antivirus and see if that has any impact on the Premiere Elements opening.
