PC I built for my wife http://www.pacifier.com/~jtsmith/ADOBE.HTM would do very well for Premiere Elements, plus scroll down a page or two for 3 price/performance level computers for Premiere Pro... these are, of course, MY ideas about what to build, if I was building a new computer for myself... YOUR ideas may wind up being different

The issues with PrE and nVidia video drivers seem to be only with PrE 10, and the latest drivers.
From time to time, there have been some issues with nVidia drivers, but about as many with AMD/ATI drivers - each seems to go though little periods, where things do not work perfectly for some Adobe products. Since the major development thrust of both companies is the extreme gaming industry, sometimes other programs (like Adobe) get lost in the shuffle.
With the exception of the PrE 10 & recent nVidia driver issue, one has to go back about 5 years, to find issues with nVidia drivers, and then those were due to a change in the default installation of two 3D, extreme gaming modules - the fix was to just turn those off. About 2 years ago, AMD/ATI had issues with their Catalyst 13 (IIRC?) drivers, but a fix was only about 6 weeks later.
I would not turn my back on either nVidia (unless one has PrE 10), or AMD/ATI.
