I can not launch Premiere Elements 11 anymore. I have used this software without any troubles for some months.Today, I got a Windows error message two seconds after launching the software (program stopped working correctly).
I have rebooted/reinstalled...nothing helped so far.

First, let's rule out the video driver, as a cause for failure to launch:
What is the make and model of your video card/chip?
What is the date and number of your installed video driver?
From the mfgr's. Web site (say nVidia, or AMD/ATI), is that the latest driver for your model card/chip and your OS?

Have you gone to the vendor web site to check for a newer driver?
For Windows, do NOT rely on Windows Update to have current driver information
