In AE CC I am using the Zoom Bubble effect on a vector .ai file
The effect however does not originate from the centre of the image as it normally does, but from a seemingly random location in the composition (near the top left corner). I've checked that the expression is correct (half layer height and width).
Interestingly if I turn off continuous rasterization the effect works correctly but I need this switched on for good resolution.

It works as it should and always has. Using CR changes rendering order and that messes with expressions. you have to restructure your project by e.g. doing the initail rasterization in a separate comp.

Ideally I'd rather not create a new composition every time I need to use this effect so I'm guessing the best way forward is to avoid vectors and thus avoid the use of continuous rasterization?

Not necessarily. Simply treat your vectors like you would a raster image; create them at the largest size they'll need to be then scale them down.
