I don't have/use Mac... does the Adobe store page SAY the serial number works for both platforms?

Here is your problem as I see it. You can confirm this with Adobe via Adobe Chat.
When you do a purchased download from Adobe, you are purchasing a serial number specific to the operating system to which the program is being downloaded. So, right now you have a purchased serial number for installation files for Premiere Elements 12 Windows (presumed 7, 8, or 8.1 64 bit).
If you had purchased the box packaging of the product, you would have gotten installation discs for both Windows or Mac for which you would have used the same purchased serial number.
I am led to believe that Adobe sells only the download for Premiere Elements 12. I had to purchase from an authorized reseller in order to get the box packaging which gave me the Windows and Mac installation discs. I am not sure how Adobe will handle this. It would appear that you got what you purchased, that is, a serial number for Premiere Elements 12 Windows.
Adobe Chat at the link that John T. Smith has provided should be able to pronounce the verdict on this one.

Thanks John & ATR. You are right! I was just caught unaware with this one or I would have tried to buy the boxed version to get both discs. I did contact Adobe Chat & got that exact answer. "I got what I paid for a Windows serial number. I am furious really. It seems manifestly unfair that you would have to pay twice to get the cross platform versions - previously I have been able to use one Windows and one on my mac laptop!!

Are you within 30 days of purchase of your Premiere Elements 12 Windows downloaded product? If so, get your money back. Did Adobe Chat bring up this alternative? If you are beyond 30 days of purchase, the situation is negative since Adobe is very "firm" on "within 30 days of purchase".
If you are within 30 days of purchase, use the following link as rapidly as possible to contact the Adobe Chat group who handle Orders, Refunds, and Exchanges.
Click the link above and, when it opens, click on the statement "I still need help" to bring up the Adobe Chat.
And, remember, if you want the Windows and Mac installation opportunities, that is going to have to be a boxed packaging from an authorized reseller according to the information that I received from Adobe in September 2013 when I went to purchase the 12 product from it.
