You have to provide screenshots of the effects in question. Nobody will watch an entire video and explain the whole thing from beginning to end and I can't even see the clip due to copyright restrictions.

I have no idea exactly what software they used for the animation (if you're referring to the paper/tape animation), but this can be done in After Effects. You could apply various effects to footage to make it seem like it's being drawn on by 'tape', then mix in practical effects and textures to pull this off.
