Great maneuver deleting the BadDrivers.txt as indicated. The rationale behind doing that deletion is given in post 10 of the following older thread which dealt with Premiere Elements 9.0 display issues.
Since then, the BadDrivers.txt file deletion has been a life saver for users of Premiere Elements versions 9 and later.
