What kind of procedure is required when as a user with 1yr contract, paying $50 per month, I have all the adobe suite, or at least the main tools installed on a machine that is ready for the burying ground?
I'm buying a new machine so will be installing Adobe CC all over again. Will the licensing process see it as me installing the tools on a 2nd computer?
There used to be an activat/deactivate item on the help or one of the main menu headers. I don't see that anymore.
So, cutting to the chase; is there some special way I am supposed to do this?
You just need to sign out of the Creative Cloud Desktop Application (click on cog icon top right corner)
But you are allowed to installations to be active at any one time, but only for one user.

It's still there.
Perpetual licenses (e.g. CS6): Help > Activate/Deactivate
Cloud memberships: Help > Sign In/Sign Out
