Flash player will not work with my admin user account

Hopefully someone can help me get flash player working again with my admin user account.  Many months ago it stopped working on my admin account, but for some reason it works fine with another user account i created.

I get this every time i try to watch a video:

I'm running Windows 7 and IE 11

I tried the following without success:

• Updating flash player
• Re-install flash player
• un-install then install flash player
• Started with the basic help page (http://helpx.adobe.com/flash-player.html)
• Checked to make sure flash player was enabled (http://helpx.adobe.com/flash-player/kb/install-flash-player-windows.html) and it was!
• Tried to reset windows permissions as per the instructions from Chris Cambell (http://forums.adobe.com/message/4323109#4323109)

Does anyone have anymore suggestions?

If it works with the other account, the Flash Player is installed and able to work properly.

There's something with the admin account that's blocking it.

What that could be, is not possible to troubleshoot in a forum environment, unfortunately.
