The Organizer's job is to help you manage your media files. It always loads any file edited in Premiere Elements or Photoshop Elements to its library.
But you can, of course, ignore it if you want. This process takes little power and very very little data space.
Do you have Photoshop Elements and Premiere Elements? If so what version and on what computer operating system are they running on?
As SG has stated, you cannot stop the copies of Premiere Elements Editor imports from getting placed in the Elements Organizer.
But if your thoughts about Elements Organizer content go beyond the Premiere Elements Editor contributions to it, then I would caution you about "Watch Folders".See Elements Organizer File Menu/Watch Folders. Depending on how this feature is setup, you could be getting copies of files in places such as Pictures or Videos being automatically placed in the Elements Organizer every time you save them to the Picture of Video Folders.
More on that another time if interested.
