Have you applied image for active state ? Please check that Menu item should be selected while you define states.
Also if you can upload screenshot for active state on the menu and the preview while the menu item is selected , then it would help.

I have the correct states applied when I Place Photoshop button. It seems that I still cannot get the photoshop button to initiate its "active state" upon clicking. I am finding that in this example for the state of Iowa, where there is a gray box that should be appearing slightly to the right in the active state, in Design Mode I can hover my mouse over where that "active state" gray box would be and Muse recognizes that It "would" be there in the active state....if you know what I mean...the state of Iowa photoshop button becomes clickable without actually having my mouse on the green state but where the active state's gray box would be.
Attached are screen shots which may help you. The image titles describe them.

Sanjit_Das Feb 17, 2014 10:40 AM (in response to naturescape_peopletecture)I think , the page where you have inserted the map with active state defined for Iowa state is same when you preview thus Muse showing that active without click.
But , without looking at your Muse file it would be hard to guess.

It seems that you want active state for the rectangle with image fill without any page url.
Active state will only work when page url will be active , means the page would be active. If you link rectangle to any page and then preview, active state would work when you will click on it , because clicking the object will open the specific link that is associated with rectangle thus making it active.
It wont work without using any link.
I would suggest you to change the image fill of active to rollover or mouse down, that would work without linking object to any page.
For example , I have linked rectangle to home page and now active state would get reflected when you will preview. Have sent you the file.
