Install issues with Adobe Flash Player on Windows 7.0 laptop

I cannot get Adpobe Flash to playon my wife,s laptop. The program files indicate it is not there, yet I can find it in the uninstall file ... and it will uninstall. I have changed security, I have gone to Tools, and internet options .. all the basics and still nothing. Thoughts?
