What is your exact brand/model graphics adapter (ATI or nVidia or ???)
What is your exact graphics adapter driver version?
Have you gone to the vendor web site to check for a newer driver?
For Windows, do NOT rely on Windows Update to have current driver information
-you need to go direct to the vendor web site and check updates for yourself

What version of Premiere Elements are you using and on what computer operating system is it running? You only say "Elements". That could be Photoshop Elements (photo editor), Elements Organizer, or Premiere Elements (video editor).
Please confirm just which files will not open in whatever Premiere Elements you have, that is,
a. are they source media files from a camera....if so, brand/model/settings for recordings
b. are they Premiere Elements existing projects (project.prel files from projects that you have saved/closed)?
Is your problem best described
a. It never worked before
b. It worked before but not now

Your text did not attach, in your Reply to ATR. That most often happens, when one is replying to the forum via a POP client, or a mobile device's app. Can you access the forum via a Web browser, as your text will then appear?

Premier Elements 9 on Vista
none of the files will open for editing on elements, including ones that have opened in the past. they are all MP4.
They will open in organizer with the Quick Time I have but as soon as the window in elements opens and i try to open the file the message says "serious error has occurred and elements will now close and try and preserve session"

From what you wrote, you are using Premiere Elements 9 on Windows Vista. Are you running Premiere Elements 9 as the 9.0.1 Update and is your Windows Vista, 32 or 64 bit?
What antivirus program does your computer use? McAfee? Have you looked at your issue with and without the antivirus program disabled?
What is your answer about your computer video card/graphics card being up to date according to the web site of the manufacturer of the card?
Do you have installation files or an installation disc for Premiere Elements 9? Is yes, the later uninstall/reinstall mention would be applicable.
I would suggest the following approaches
1. Make sure that you do not have pile ups of preview files, conformed audio files, or conformed video files. You might want to clean out
a. Adobe Premiere Elements Preview Files Folder
b. Media Cache Files Folder
c. Hit the Clean Button in the Media Cache Database area accessed from Edit Menu/Preferences/Media.
2. Make sure your computer is recently defragmented.
3. Delete the Premiere Elements 9.0/9.0.1 Settings File
Local Disk C
and in the 9.0 Folder delete the Adobe Premiere Elements Prefs file. If that does not work, then delete the whole 9.0 Folder in which the Adobe Premiere Elements Prefs file exists. Work with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
4. Deactivation from within opened project (if possible) or skip and go to
ccleaner run through (regular cleaner and registry cleaner)
Reinstall with antivirus and firewalls disabled.\
