What, exactly, happens when you use these commands?
What exact version of After Effects? What operating system? Was this working before? If so, what has changed since then?

Version is CC, and it's up to date, or 12.2.1.5 to be specific. What happens is: nothing! I press F1, wait ... and wait ... and ... Same with the menu links, like Help > After Effects Help or Help > Keyboard shortcuts. As I mentioned, help is working fine in my other CC apps.
Obviously not a show-stopper, but since I'm trying to learn the application, it is irritating.
Thanks for the link, it's a little more direct than what I've been using until I get this fixed.

I uninstalled and reinstalled AE and that reset whatever the problem was.
