That's kind of what i want but I want the user to be able to drag the circle instead of click

Here is where I'm at with this
I had to take off the mouseOut function

sym.isMouseDown = false;
because this is making it snap back when you mouseout. I dont want it to move when you mouseout. How do I just have it do nothing when you mouse off. right now when i click off the wheel it still moves
There also seems to be a glitch when you rotate it around 270% not sure what it is.
