First, can you give us more information, please?
What OS version are you running PrE 10 on?
What is your video card/chip (GPU), both make and model?
If you have an nVidia GPU, do you have the latest nVidia driver?
If so, there is an issue with the newer nVidia drivers and PrE 10. See this article: http://forums.adobe.com/thread/1317675?tstart=0
If you have a laptop, do you have dual GPU's, i.e. an nVidia, or AMD/ATI and an Intel HD 3000/4000?
What is your Project's Preset, chosen at New Project?
What are the specs. of the Video Clips in that Project?
Any error messages?

As I said I'm with Windows 7.
AMD RADEON HD 6450
It's a pc (Desktop).
Can't get in the project preset as not able to open the program.
The project was working before but not now.
No error message. I click on Open new project (or any project), it loads and then closes itself.

Regarding your Premiere Elements 10 on Windows 7 (assumed 64 bit) computer....
Let us look at deleting the Premiere Elements 10 settings file which does not require opening the program. We will delete the Adobe Premiere Elements Prefs file found in the Windows 7, 8, or 8.1 64 bit path
Local Disk C
and in the 10.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then delete the whole 10.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the path cited.
Also, look at the issue with and without the antivirus disabled. There are been some serious problems related to McAfee recent updates.
Look for pile ups of preview files, conformed audio, and conformed video.
Have you verified at the web site of the manufacturer of you video card/graphics card that the driver version is up to date?
If it comes to a program uninstall/reinstall, do you have program installation files or installation disc with purchased serial number?
Please review the above and then let us know if any of it worked for you to resolve you Premiere Elements issues.
64 bit right,
I did erase the Adobe Premiere Elements Prefs file and the not sure if I also deleted the whole 10.0 Folder.
I don't have McAfee.
I went ont the site and downloaded the latest update for my video card.
It works NOW!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Thanks so much!!!!!!!!!!!!!!!! I love you <3<3<3<3<3<3<3<3!!!
I do have my Adobe Disc with serial number the program uninstall/reinstall is not needed.
