Wow. A four year old question, and I'm having the same problem in CS6. But no answers?
Seems to working here on macOS High Sierra and photoshop/bridge cs6.
What operating system are you using?
I'm running on Windows 7-64 bit.
I have found a workaround... but that has side effects.
I have made an action which just does a Save As to JPG. And I am running that in the Image Processor.
But now I am getting 2 copies of the JPG, but at least they both now have the Description and Keyword metadata in them, so I just need to delete one.
If your going to use a Save As action, then using File>Automate>Batch would be better than the Image Processor.
Your getting two copies because both the Image Processor and action have file save locations, so you get a copy at each location.

If go to
Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop CS6/Adobe Photoshop CS6 Settings
and delete the
hopefully the Image Processor Save As jpeg will start working right.
Thank you for your helpful advice. I will try deleting the xml file.
One comment though... File>Automate>Batch is within Photoshop not Bridge, so that would require me to have already opened all the files to be processed, wouldn't it? Whereas with Image Processor, I just select the required images in Bridge.
