However, pls note it's not the actual Cloud screen that's blank - it's a 2nd box that shows up at the bottom of the screen.
I have since created a new user account and both Creative Cloud app and Dreamweaver are working normally... I can only imagine this is some kind of slow buildup of something that causes these issues to get worse over time... (scrolling issues, etc.)
The issue is still persistent in the original user account.

The solution was disabling the Speech Recognition & Dictation in system's settings.
