What computer operating system is your Premiere Elements 12 running on?
Are you running the program as Run As Administrator or from a User Account with Administrative Privileges?
Do you have the latest version of QuickTime installed on your computer with Premiere Elements 12?

I apparently had too many characters in the title. I shortened the title, and was able to publish, It woud have been easier if the error message said "Title has too many characters." I think I would have been able to figure it out a lot quicker in that case.

Thanks for the follow up. Glad that you found the cause of the problem and fixed it.
But, I am curious about the details. Just what title had too many characters, a title file on the Timeline, the name that you gave the disc in the burn dialog, or something else?
When in Premiere Elements, I finished edititng the video, and then went to
save it to my computer in a .wmv format. The original title was "School
Spiritwear, Printed Apparel, And Christening Mementos, Ottawa IL 2-17-14."
When I tried to save the completed video, that's when I got the error. I
also got the error when trying to save it in .flv format. It did save in
.avi, but that file was huge, over 300MB for a 2 minute non-HD video.
Eventually, I tried shortening the title to "School Spiritwear Amd
Christening Gifts Ottawa IL 2-17-14." This title was apparently OK, since
the .wmv file saved with no problem.
