Rebooting helped, though I swear I rebooted yesterday and it didn't. Not sure. Think I'm ok now.
This same thing just happened to me. Any advice (other than rebooting)?
Lets sign-out from Creative Cloud desktop app and retry. Else, reboot the machine and give it a shot.

I am having the same issue, someone please help...! Cannot launch or uninstall CC desktop, and it won't let me download more apps without fixing it.
Solved! Just got out of chat. my error code was -1712
The solution is to open activity monitor and force adobe processes to quit. The icon in the menu bar is back and I can sign in and update apps!
however when trying to access adobe webpages through Safari or Firefox I still get "cannot connect to server at adobe.com"
