We obtained InDesign (along with other Adobe software) as a partial donation through TechSoup. As we need to create and edit Hebrew-language materials as well as English documents, we need to upgrade to the Middle East/North Africa edition of InDesign. What exactly do we need to do - get a whole new copy of InDesign ME, or is there an upgrade package that we can apply to our existing installation?

What version (i.e. CS6, CC) and is it a perpetual license or a subscription?
If you have a CC subscription, you can download and install the correct language localization, but for perpetual licenses you'd have to purchase a new license. You may find that you can get by with the World Tools plugin from In-Tools.com rather than switching localizations.

If you have a serial number rather than having to log in to the Creative Cloud through an Adobe ID you have a perpetual license. You'd also be paying a monthly fee for a subscription.
