Elements 12, yes. That's the current version and it's compatible with the current version of Camera Raw (currently 8.3).
Elements 11, no. That's a superseded version and, other than the occasional bugfix or security patch, Adobe does not update superseded software.

News to me if that's the case.
The ACR 8.3 notes do say
"Please note that this is the final version of Camera Raw 8 and DNG Converter 8 that will be available for Photoshop CS6 customers on Windows XP, Windows Vista or Mac OSX 10.6."

The release notes for ACR 8.4 RC say it is no longer supported on that same list of OSes, so that is consistent.
I could see Adobe releasing the next version of PSE, presumably 13, with a 64-bit version, and it only being compatible on newer OSes. I would expect ACR 8.4 final to still work with PSE12, though, but we’ll have to see. I don’t have PSE12 on my computer to test with the RC.
