After upgrading to Photoshop CC, have you tried logging out & logging back in of the desktop App.
Or you can try :
Renaming the opm.db file.
- Close the Creative Cloud application if it's running.
- Navigate to the OOBE folder.
Windows: [System drive]:\Users\[username]\AppData\Local\Adobe\OOBE
Mac OS: /User/<username>/Library/Application Support/Adobe/OOBE folder
- Rename the opm.db file to opm_old.db
- Launch Creative Cloud

I have the same problem here with MUSE
See the capture below. I made the update on febuary 11th 2015 when the 2014.3 muse latest version was released and today, CC app ask me to do it.
I close and open CC app but ---> issue is the same
I did what was asked there (rename the op.db file), but ---> issue is the same
I made a full cleaning adobe files 2 weeks ago on the demand of the adobe support team for an other problem and today an issue appear again.
