Why does the jpg on the bottom layer of AE block all the layers above it?

In AE we have a jpg on the bottom layer to act as a backdrop.  The layers above contain video that has been masked and keyed to remove the green screen.  The jpg is on normal mode and when we change it to multiply or difference or overlay we can see the video but it is altered by the changes made to the jpg.  We have searched faq's and tutorials but have not discovered a solution.
