Rename the SLStore to SLStore.old from this Location
Once done please rename OOBE to OOBE.old from this Location
Please launch any Creative cloud application and let us know if it helps.

Thanks for the response, if the above resolution did not work, then the issue lies in connectivity or any other permission & security.

I'm beginning to wonder if this could be a permissions issue. Reviewing my own experience (see http://forums.adobe.com/thread/1416330?tstart=30 ) it seems it happened whenever I did some maintenance on an "administrative" level, like adding drives in the Disk Manager, installing other software, and so on.
If this is the case, the CC manager is obviously far too sensitive and a more robust solution should be found (given all the people this happens to).
Now my system has settled down to a working state, and everything's quiet here for now. No more sign-ins.
