Please refer the steps provided in the following knowledge base article and cleaned up everything relaed to Creative Cloud.
Note: Please follow the steps in order in order ensure you are doing it correctly.

The CC has been activated twice, so please perform the steps as mentioned earlier, when you will launch & try to sign in after install, it will ask you to deactivate from previous machine.
There will be an option to deactivate it from there also, if your previous machine are un accessible then you can choose the option to deactivate from here & henceforth it will allow to sign in & activate.
