Basically, what you are talking about is PiP (Picture in Picture), but exactly how you will need to set things up will be dictated by the version of PrE, and then exactly how you want those two Videos to display.

That would be done by using PiP (Picture in Picture).
For a simple side-by-side, or inset, you would place your main Video onto Video Track 1. Then, place your PiP Video onto Video Track 2. At this point, you have several options, with a simple Crop Effect being added to the Clip on Video Track 2, and adjusting the Crop, to reveal the Clip on Video Track 1.
One could also use the Fixed Effect>Motion>Scale, and Motion>Position, to get that PiP as you want it to appear.
