Unable to use Flash Player in IE11/Windows 8.1 x64 with user account

      My settings:

      Windows 8.1 x64

      Internet Explorer 11

      Flash Player 12

Shockwave installed and enabled in IE "modules manager tab"

Active X Filter disabled in "security tab"

      Windows up to date

      My problem:

When I use my administrator account, Internet Explorer works fine and display any Flash Player content.

But when I use a user account, IE ask me to activate Flash Player and no Flash Player content can be displayed.

      I can't uninstall/re-install Flash Player because it's integrated in IE11 (Windows 8.1).

      My question:

Can I enable users to use Flash Player in IE11 (by using regedit or changing authorizations for some folders/files) ?

      Thanks alot for any answer/solution.
