I think that is a question for Facebook, not here where you edit the video
I guess I thought there was a step I missing in PE12 that would allow me to tag in PE12. Makes sense since it logs into your FB account. I saw a video on PE10 and they had a button in the FB share tab. You could be share with -friends or friends of friends or public.
If you want to share your Premiere Elements 12 Expert workspace Timeline to Facebook, you use Premiere Elements'
and there you decide what preset you want to use to produce H.264 (presumed .mp4) video as
PAL Facebook HD
PAL Facebook SD
There is no tagging involved with the feature on the Premiere Elements side.
If there is a Premiere Elements 10 video tutorial demonstrating otherwise, please post a link to it. I have never seen it or
heard of it.
However, the Elements Organizer 12 that comes with Premiere Elements 12 has a Share/Facebook feature which may or
may not have this tagging feature that you are seeking. Please check out the following Adobe document relating to the Elements Organizer 12
and probably to what you are referring.

You want to know how to direct your video so that your specific Friends will be targeted to view your video at Facebook.
I thought that you were referrring to tagging of photos in the Elements Organizer for organizational purposes. You will see what I was thinking when you read the Adobe document on the Elements Organizer/Share/Facebook.
From what I have read, what you want to do would be done on the Facebook side of things after the video is uploaded to Facebook (Premiere Elements 12 Publish+Share/Social Websites/Facebook).

There is no list of names on the Premiere Elements side of things before or after you make the selection from the 3 choices. I am assuming that there must have been Lists setup ahead of time on the Facebook side. Something like this
That Premiere Elements 10 video tutorial on the upload to Facebook shows no list on the Premiere Elements side at "Who can see this video" or anywhere else.
