I have PE 11 and I burn blu ray discs in H.264 1440x1080i and I was wondering if it is possible to burn onto a blu ray in progressive scan rather than interlaced?

No. All interlaced presets in burn to.

Whether or not your source media for the Premiere Elements 11 Windows is 1440 x 1080i, I suggest that for Publish+Share/Disc/Blu-ray you use the preset which uses 1920 x 1080i. Both the 1440 x 1080i and 1920 x 1080i will give an end product with 1920 x 1080 display. But with 1920 x 1080 you will not be dependant on the player to recognize a 16:9 flag. In the case of the 1440 x 1080i, the player has to recognize the 16:9 flag to stretch the 1440 x 1080 to 1920 x 1080 for display after encoding.

There are scenarios for exporting your Timeline to a file saved to the computer hard drive and then burning that to a Blu-ray disc, memory card, USB Flash Drive as data disc for playing wherever that type of offering is supported.
