There aren't very many elements here, you could more quickly animate them by hand than setting up expressions. However, if you wanted to, you could set up some expressions that adjusted the position in y (and maybe the rotation) based on a slider control object and then simply multiply that expression for by a certain number for each space out from the middle a piece is.
Precomp it and animate the Puppet Tool, perhaps?
You could use several of the effects in the Distort category to achieve this... witht the effect applied to a precomposition layer, of course.
That said, I'd probably start with the Puppet tools:

Simply learn how to use keyframes. Sorry, but this is one of those "Which effect must I use?" questions because quite frankly you are simply too lazy to learn some basics.
