Sounds like you're a new user to InDesign. I don't know your qualifications, but I think you should consider hiring a designer to get the template ready so you can make the edits.

Keep in mind, printing companies are particular - so you should liaise with them on your setup before starting your projects.
You never know - they might be able to help you with the layout and design too.
Tool Panel on left hand side
There's a rectangle.
Drag it out on the page.
Use the XY coords in the top panel to position it accurately.
Continue adding boxes to your content.
And use the T in the tool panel to draw text frames (note that you have to click and drag to draw the frames)
Yes, I've done all that. But now, when I click on a small box to move it or re-size it, the big box (the frame/border) moves, not the small box I wish to move.
put your border all by itself on a layer, then move that layer to the bottom of the stack in the layers panel, and lock it.
But why would you want to? It is so BAD design a border, really ugly like 'a page on a page', very bad...
Because I an creating stamp album pages, and those little pieces of paper look better when their own little frames are enclosed in a page margin frame.
Right, oke, that is a valid reason ;-)
