Are you needing to produce the diamond ring images, or are you asking for a way to publish a website with an interactive viewer?
Yes, my idea is for a wesite.
This is obviously only at the thought stage at the moment.
The idea is to advertise diamond rings. I want to offer
client the chance to let customers see ring from all angles.
Inside and out.
Flip ring from right to left and top to bottom, or vice versa.
Have you looked at Adobe Scene7? (http://www.adobe.com/solutions/web-experience-management/scene7/demos.html). This is done with 2D images of the products captured in a controlled setting.
If you wanted to use 3D models of your rings with the viewer, than Photoshop Elements won't be useful. I know Photoshop CC has an export to Flash 3D that can be viewed in a browser 3d player, but the rendering for diamond gemstones won't be fully accurate.

I don't know further details on the production and hosting aspects of Adobe Scene7. You'd have to either contact the Sales team (listed over to the right on that page) or maybe try asking over in the AEM forum.
