Animate publishes to HTML only, so nope you can't export a gif. For your client, have you thought about uploading your project to a web server and sending them the link?

There really is no "single file" solution with HTML, none that would be easy anyways. The HTML page is an aggregate of images, libraries, fonts, etc and due to the nature of the format I don't think you'll find the one-off package you're looking for. Even if you were to embed in say Dreamweaver or Muse the output would still be multiple files.
IMO I think your best solution would be to upload somewhere and share a link
You can capture poster image screenshot for every few frames on the timeline in Adobe Edge. Then compose that images in Photoshop or similar into animated gif.
Or you can just record the screen into movie then import in Photoshop's timeline as frames.
