At this time can you verify that you can upload a file from your hard drive to YouTube at the YouTube web site without problems?
Also, have you looked at other Timeline content in a new Premiere Elements 12 project?
What computer operating system are you using for Premiere Element and the uploads to YouTube?
Are you doing these uploads from your own computer using your same account number that you use at YouTube when you are
at that site doing the upload?
Let us start here and then decide what next. I am assuming that you are not experiencing intermittent problems with your Internet
I cannot verify uploading a file to you tube from my hard drive as I don't know how.

I am assuming to to upload directly from my hard drive I would have to export from adobe to a file on the hard drive,however the export option is inaccessible(greyed out).
No internet problems either.
What you do is export your Premiere Elements 12 Expert workspace Timeline content to a file which you save to the computer hard drive.
Then from the computer hard drive save location you upload that file to YouTube at the YouTube web site.
If you have a Premiere Elements 12 1080i project, you can produce the file mentioned via Publish+Share/Computer/AVCHD with Presets= MP4 - H.264 1920 x 1080p30.
Alternatively you could use Publish+Share/Computer/AVCHD with Presets = YouTube Widescreen HD.
Either way, you will get a AVCHD.mp4 file to upload from the computer hard drive safe location that you designate to YouTube at the YouTube web site. (In the first case, the resolution is 1920 x 1080; second case, 1280 x 720).
Important thing is to find out if the file uploads at the YouTube web site itself - that will check out your account.

Please verify that you have QuickTime installed on your computer and that you have the latest version of QuickTime.
Also, are you running Premiere Elements from a User Account with Administrative Privileges?

QuickTime is a requirement for Premiere Elements.
Without it you will have no QuickTime presets et al.
What is it that you are now (as of post 12)
a. The file that your created from your Timeline via Publish+Share/Computer/AVCHD and saved to the computer hard drive?
b. A file that you had on your hard drive that never saw Premiere Elements?
What is the file size and duration for the Timeline content as reflected in the YouTube dialog in the Publish+Share area?
File Menu/Export has not existed in Premiere Elements since Premiere Elements 7. Since then the exports are under
Share/ (Premiere Elements 10, 9, 8) and Publish+Share/ (Premiere Elements 11, 12).

In 12, how far do you get in the upload from within the program and what error message(s) are associated with the problem?

I think that our posts were traveling at the same time. I just saw you lastest post which answered one of my questions.
Assuming that you are using the same account number at the YouTube web site and within the Premiere Elements 12 YouTube feature, the account itself seems OK. If you have not already, you could stay signed in at the YouTube web site and then open Premiere Elements 12 and try for the Publish+Share/Social Websites/YouTube upload.
Also, double check Edit Menu/Preferences/Web Sharing to refresh Services.
I refreshed web sharing services already.Initially when i purchased 12(its the only version have owned) i could upload videos in program no problem.
now however they upload to 98% then i get a message saying the upload has been terminated due to unknown problem
the message i get is as follows: error- online services encountered an error.the service will now bde terminated oer paused

Let us focus on what you are trying to upload.
What does the YouTube dialog show in its bottom area for the file size and duration for your upload?
Is particular Timeline all video, all photos, or a mix?
In reflecting on the matter, do you note any differences between the old successful and the new ununsuccessful Social Websites/YouTube uploads?
