I'm not sure that Media Encoder IS a separate download... it MAY be bundled with Premiere Pro... which is 64bit only
Adobe Media Encoder is not installed separately, but with a host app like Premiere Pro, After Effects, Flash and maybe a couple others.
I am using a 64 bit machine and have downloaded After Effects, but I edit with Avid. Can I still bring something exported from Avid into Media Encoder without launching AE or Premiere?

You are not answering my issue in the least. I have download all sorts of apps to use from the Cloud but I do not see where I can download Media Encoder. I do not want to use Premiere, just Media Encoder to compress files. Is this not available as a stand along download from the cloud? It is a program that Adobe has available for purchase. So my question is a Cloud question....can I download Media Enoder or do I have to shell out additional money for this program?

Once you have Medica Encoder (a different issue... see reply #2) asking how you USE Media Encoder is a question for that forum
