This is part of the required program plugins:

(This is the Mac OS X path)
I think you have an older version, maybe CS4 or older, where this was not part of the program.
Which version do you have?
If you have an older version you have to buy or upgrade to CS6 or CC.
If you have a newer version you will have to reinstall it because this plugin is part of the basic installation of InDesign. When it is missing, it can only happen by accident.
Actually, I think Toatal Ad Layout is a plugin for newspaper classified ads. Googling brings up http://visiondata.timesshamrock.com/Home/classified-pagination-sops-s/TAL and it looks like they stopped at version CS5.5
Sorry, no. Thats a completely different plugin. The OP is looking for Total Ad Layout.InDesignPlugin, and it's defintitely part of the classified ad system. It show up in the screen cap at http://visiondata.timesshamrock.com/Home/classified-pagination-sops-s/TAL/TAL
@ swam4texas, If you don't actually need the plugin to function, you can probably remove the reference to it by exporting the file to .idml and opening that.
