You should be able to open the version 8.0/8.0.1 project in 12, but there are no guarantees. The classical recommendation is to finish the project in the program that it was created.
When determining if you can or cannot, I suggest that you work with a copy of the Premiere Elements 8.0/8.0.1 project.
Several of the Title templates of version 8.0/8.0.1 used graphics with .tga file extension. The .tga format is not supported in Premiere Elements 12.
That is just one feature that would not be expected to translate from 8 to 12.
Are two different computers involved here? Where are the media for the version 8 project?
I road test a Premiere Elements 8.0/8.0.1 project opening in Premiere Elements 12. The version 8.0/8.0.1 project did open in version 12 displaying some jpegs I had used a source media on the 8.0/8.0.1 Timeline, but the graphic that was part of the Title template that I selected did not display with the text in the Title template. in 12.
Again, remember, once you edit a project.prel file in a later version of the program, you cannot go back and edit that "edited with latest version" one in the earlier version. Rare exception, but not worth mentioning - does not apply to your situation.

I'll take that advice and just finish 8.0 projects in 8.0.
I think finishing off the Premiere Elements 8.0/8.0.1 project in Premiere Elements 8.0/8.0.1 is a good idea.
Are Premiere Elements 8.0/8.0.1 and 12 on the same computer with the media that went into the 8.0/8.0.1 project. And, are the media
where they were at the time of the 8.0/8.0.1 project creation?
If so, are you right clicking the 8.0/8.0.1 project.prel file at its hard drive save location and selecting Open With Adobe Premiere Elements 12?
Is the 8.0/8.0.1 project.prel opening or not opening? And do they open, but there are no files in the project?
When all is said and done, you will probably best invest the time into a new Premiere Elements 12 project.
