Difference between Export Release Build… and setting -debug=false

What is the difference between using Export Release Build and setting compiler argument -debug=false.


Size of file is the same but Export Release Build takes around 20-30sec for my project when compilig with -debug=false is instant. Both binaries are optimized according to the explenation from adobe help:

Does Export Release Buid do any additional things when create binary?
