My guess is that Photoshop is trying to read available hardware in preparation for displaying the Performance Preferences. Slow drives could cause a delay (as they spin up in order to report free space available).

Oh dear. That might be exactly what is happening. This is my drive set up.
I have not set up the network yet, but will be adding another computer and two shared printers when I get round to it. System, Projects, and Exports are all raid0 arrays.
